lighting

OK so the rule of thumb is watts/gal.
So what would the equivalent be for lumens/gal.

There are many different bulbs with different lumens per watt. What would be a guess for a reef tank for lumens per gallon??? Or is there any correlation between them.
My thinking was the watts was what it takes to run it but lumens is what it produces. So wouldn't the lumens be the more important number????

the problem is that watts per gallon is a bad measurement to begin with. I think a 40 watt no bulb puts out 2,000 lumens.

I'm just wanting to be able to put some corals and anemones into my tank for color and for a clown fish to live in. I have a 65 gal 24" tall tank with 3-4" sand bed.
I wall be adding a lot of live rock over the next 6 mo. and would like the stuff on the rock to stay alive. Right now all I have is a no. 40 watt single light fixture. I am wanting to upgrade ligthing, but can't decide what would be a good thing to use for least amount of money.
