I've heard of people putting them in a 20, but I really don't think that is a good idea. IMO even LiveAquaria's minimum of 30 gallons would be pushing it, although it's probably doable.
 
Yes Ive heard by several different sources that the dward lions can be put into 30g tanks but NOTHING less. I also heard that they arent poisonous, is this true?
 
Yes, their sipnes contain poison, this it purely defensive. You can end up pricking yourself if you are not careful.
 
Technically it is venom, not poison, and yes they do have a rather painful sting as do all lionfish. I would not house the smallest dwarf in anything under 40g. A 75g would be perfect for dwarfs.
