Need tank advice!

I am looking at purchasing a 90g drilled tank. The tank had two overflows. The previous owner took out one of the black overflow panels which left the two holes on one of the sides. He has sealed the bulk head holes and the tank holds water.

My question is should I buy this tank. Will the sealed bulkheads hold up??
