Earlier he was under a rock spread apart and you could see through the hole so I moved him

One half is bubbled up one half isn't. Could it be my clown stressing him out

Yep he's splitting what should I do

there are things that you should consider in the future, after you get your new light and tank.
I understand many people suggested here to move the anemone to higher ground. In my exp with them, that is very bad to do especially if you anemone is stick to the LR/rubble etc. It would just do it more harm then help. The stress of moving it around is not ideal. You have to allow it to move by itself as it will choose the best location it "thinks" it can survive. I just like many other ppl that always want to anemone to at where I want it to be. But it will never happen, the more I move it, they more it moves, even behinde rocks where it getting 0 lights. I would suggest to let it be once you get your new light and tank set up.

I got my new tank and lights set up and it's cycled and my nem has bounced back my lights and skimmer definetly helped him

if that is GBTA, it is still bleached, GBTA should have the full greenish and brownish look regardless when light on or off.
Here is a look at my RBTA recovering from bleached and what it looks like now, you can tell the pic at bottom is a lot more solid in color compare to the top pic.

Well my nem did just go through a hard time so what should I do he's still recovering?

He moved to a spot under a rock so that means his foot is healed now what?

first off what kind of lighting does your new set up have and what size of tank. I would just stop moving it and leave it alone for now. It is very bleached and will need strong lighting to and if it recovers. Splitting is a survival mechanism, they also need stable and pristine water conditions. How long has your tank been up and what are your parameters.

I have aquasun t5 lights and my 10 gallon was up for 6 months which all the water rock and sant is in the 29 gallon I have now. I have a sera marine protien skimmer. I didn't move the nem he moved there on his own. He looked to be splitting befor but then he stopped and heeled his foot back up I was going to try to feed him but idk if he can eat yet. My new pro tet kit will be here in a week but my tank finished its cycle in a day and a half. He started to bible his whole body up for good the first time 2 days ago. He looked way way better than he did last week in my old tank so he's just recovering.

He also looked a lot greener thismorning with no lights on and all of him was bubbled unlike before were only half of him was bubbled.
