Yes it is it is called diatoms.. just waste believe it or not it will happen throughout the evolution of your tank... best way to combat it is..once established is to to get a cuc and a fish that will help you clean things up.

Not much eats diatoms. Siphoning them out helps. I have had excellent luck with media that reduces silica in the water, something needed by diatoms I am told. Some salts are high in silica.
