To a small extent yes. It really depends on their growth rate. Remember though for anything like this to work, the key is export. The only way it would be effective is if the coral is harvested and removed occassionally.

Sure but once the algaes gone, what fate lies for the sea hare?

Wouldn't clam's as well as other bi-valves come in as a good filter for these nutrients to? How about a Scallop fuge?
Scallops not really and clams to a small extent. Also keep in mind the phosphates are CaCO3 limiting so while the clam (and quite a few I might add) may have a slight impact on nutrient, you will be sacrificing health via growth rates.
