My phone phosphates are at 0.25 is that to much?

For my tank 55 gal mixed reef my trates are zero and ammo is 0 but my leather won't open it's about 2 weeks old it fully opens some days then others nothing my acro is open full

0.25ppm is a tiny bit high but not enough to keep corals closed. I have had leathers that took forever to acclimate, then suddenly took off. They are sensitive to flow generally.

I'm using the liquid api test it wasn't quiet as bright as the .25 so it may be less if it's flow sensitive ill move it I think it's in a spot with highish flow
