Placing live rock

So I've tried putty, and glue. Nothing holds my rocks together. Any help would be nice! Sorry, I'm just really mad because I lashed out 50 bucks on stuff that doesn't work.

Drill them and use fiber glass rods as pins to lock them togather or 1/2 in pvc this way you can change them if needed.
