what do I do with the polyps that have broke away from the rock they came on? Now they are sitting on the bottom of my tank

Most anything you can just use a generic super glue gel to stick back down or to a new location.

polyps of zoas. Can I leave them on the sand bed?

Are they attached to a rock or are they literally free floating? If they are already attached to a rock you can leave them there, they are happy pretty much anywhere.

they were attached to a rock. Somehow broke off and are now on my sandbed. Can I leave them or should I pick them out and try to glue them to a small rock?

It's up to you, they won't grow onto the sandbed, so If you would like them to grow into a larger colony, I would move them to a rock.
If not, you can just leave them and they will fill out where they can.
