Puffer Behavior

I have a Porcupine Puffer in my 70 gallon saltwater tank. He eats well and is usually active, though at different periods throughout the day he will lay on a piece of rock and not move, just lay and breath. I wondered if this is normal.
 
My DFP hangs out on the rocks in the AM and comes out in in the afternoon. And he is all over when it feeding time. He also blows the sand and sifts it in the PM looking for pods or left over food.
 
My porky does the same thing. He doesn't hide, just rests on the rocks. I tihnk it is because if you ever watch these guys, they must exert a lot of energy to swim! He just chills on the rock, until I come to the tank with some goodies of course, then he freaks out!
