should I use aquarium sealant for the pvc pipe ? or reg pvc pipe cement (but that has all that other stuff in it)

what is safe to keep the pipes together atleast at the part where there is no threads

I've always used regular PVC cement, I've never noticed a problem. Just make sure that the cement has been properly cured before running water through it.

PVC cement is fine. But just as Brodie said, make sure to let it cure before using it on the tank. I think that I would go one step further and run water through it for a few days if possible to make sure that any chemicals left behind have a chance to leach out before being placed in with your fish.
