QT tank, need advice

I bought a 10 gal. tank at Walmart with every thing in side, can I use that filter and what next, do I need to put everything that I started my main tank with sand ect.

a QT should be bare bottom, maybe some pvc pipe for hiding places and seed the filter in your main tank for a week or two if possible.
