I found a 20# base rock on cragslist for $60 dollars, after talking with the seller I found out that the tank it used to be in has been treated with copper about six years ago (or so they say). My question is, is there a wary to test it for residual copper? and, is it worth thinking about for my reef tank at all? Thanks for your support.

Why risk it? You can get awesome base rock from reefcleaners for 2.20ish/lb and free shipping if you get 30lbs

I'd leave it alone. Maybe enuf to leach out, but not enuf to detect with a test kit would be my concern. Kudos to the seller for being honest about it.
