remove the crushed coral or can I just add sand?

I just bought my first saltwater tank this week. It has crushed coral in it but it's barely even enough to cover the bottom. When my snails move through it I can see the glass. My question is (sometimes I ramble on) I want to change the substrate to sand, do I need to remove the crushed coral or can I just add sand to it?
 
If threes not much crushed coral, it wont hurt just to bury it with the new stuff. And on a plus the new stuff will seed faster
 
No, there isn't much at all. That is what I was thinking that it would speed up seeding the new sand. I have sand in my refugium and it has a ton of little creatures living in it. Should I move any of that up to the display or just leave it alone?
