My tank is heating up to 82-83 degrees and i think it might be my filter. i have a magnum 350 canister filter and it feels pretty hot to the touch. What should i do? A chiller is alittle pricey for me at this time any alternatives?

My tank runs constantly at 82 with no issues..... if it remains constant it's nothing to fret over...

Are you using an enclosed canopy ,if so maybe a fan or two could lower it down, but as stated as long as their is no big swings in the temp you should be fine.

if you have a glass cover, you can replace part of it with eggcrate. You will get more evaporation, but it will bring down the temp a bit.
If not, then go the fan route.

Make sure your heater isn't sticking, which happened to me last week. Mine always stays around 79-81, but last week it climbed up to 85. It's a good thing I had 2 of them.
