okay so I bought a 30 gallon tank the "live rock" has been out of the water for 3 months. Can I add saltwater and the rock to the tank and add a piece of live rock from my other tank and try to reseed it?

Yes, that will work fine. You should scrub the old rock clean before you add it though.

Yeah you can pressure wash the dry old rock.
