I have started setting up my tank. I have bought new live rock and base rock. I have a 4" sand bed. What should the level of salt be?
 
the water should have already been mixed before you added the rock. hopefully it was.

A SW tank needs a SG of 1.023 @75 degrees f. Remember that the level of the salt wont read right away in the water. The water should mix after you add the salt for at least 3-4 hours before testing the SG to adjust up or down. Then once you have the SG where it should be, the water should then still age over night.
 
The specific gravity should be 1.020-1.025 for any saltwater tank. Some people who have FO tanks might run it a little lower than 1.020 to help prevent disease.
