Spaghetti Algae illegal?

Both of my LFS tell me that the spaghetti algae (chaetomorpha) I want for my refugium is illegal and they can't get it. I've read about macro algae's damaging the native seagrasses but are people really dumb enough to dump it in the oceans and bays? BTW, it is available from inland aquatics and ebay if anyone is interested.

Thanks for the tip on the eBay Chaeto. I never thought to look there for some reason. My AC300 will be here soon so I can setup my refugium. There are a few people on eBay selling some Chaeto pre-loaded with critter I can use, since my tank is new :)
 
I know there are places it is illegal to ship caulerpa to...such as california. I have never heard anything regarding chaeto tho.
