Is 1.023 low? I thought a good range was between 1.021 and 1.025?

1.025 - 1.026 is the preferred range, as that is what is normal on a real reef, but lower is ok for fish only.
Many go to 1.018 - 1.020 for fish only when no inverts are involved, but many corals and inverts do not thrive at longer term periods of lower than NSW levels.
