Stocking a 20G Reef

I'm dividing my 55G tank into three sections. The approx. 20G section will be about 17"L, 13"D, 21"T.
I'd like to have one Occi Clown with other fish. From what I've been reading, I should only keep three fish. Coming from FW, that seems like it's not enough. I'll be running a 20G sump shared with a 30 fowlr with one angler. It will have some shrimp and a few snails, with an algae turf scrubber and other macro algaes. I'm hoping to be able to have a few more fish this way..
I would like to have:
1 Occi Clown
2 Cardinal Fish
1 Goby
1 of another fish

Everyone's suggestions and opinions :)
 
I would say those fish sound fine for a 55 depending on the other fish but out of interest why do you want to split the tank into 3?
 
Well I figured out the stock I will have in the reef part. 1 clown, 1 goby, and 1 chalk bass.
