So other than looks, is there any other difference?

I think their behavior will be similar, but they are two totally different species of fish. They will not necessarily host in the same anemones, and IMO the do look different.

I read somewhere that the False (ocellaris) are just tank raised and have one less fin spine than the true percula. and that the true is from the wild.

I don't know about the fin spike, first time I've ever heard that, but the rest of the stateent is totally false. True percs and Ocellaris clowns are different species. Both are Tank Raised and both exist in the wild.
