I have read through some things, but I can't find out what is on his eye. It is a little cloudy at the top but not popping out. I think it almost looks like a scratch on the lens. My cleaner shrimp cleans him all the time, so I don't think it's a parasite. He also swims fast odd shaped laps sometimes, I forgot to say it's a whitecheek tang, eats nori a lot and algae on rocks. He looks very healthy, and the eye isn't very easy to notice!
 
Most likely a mild bacterial problem. Your best results will come from several large water changes. Be sure the new SW is well aged/aerated before use. More often than not, reducing the DOC in the water will allow the fish to heal a multitude of minor issues on it's own. Just be sure the fish is getting good well balanced vitamin fortified diet.
