let me clarify this if my tap water test ok than i can use it, but lets just say i have acsess to an RO than why not just use that it wouldnt hurt right?

RO will always be better than tap water. Even if your tap water tests OK for pH, nitrate, phosphate, ect..., there will still be stuff in there that you can't test for. I would only use tap water if there were no other alternative.
