Go to a computer store like frys electronics. Get a couple of ultra quiet (silex) fans that fit under your hood. Use epoxy or silicone ( quieter) to fix em in place. They usually take 12 v if you need help on selecting a pwr source pm me. Have them at different angles and set em up so the Air blows in a loop under the Hood. Create a large surface area on the water top so more heat is transferred by setting your pump outflow so it creates ripples on the water surface. Open the hood in as many locations as possible. For the largest opening I'd place another fan blowing out to remove the hot air. remember hot goes up cool goes down..

Why I went with LED lighting. Got sick of MH and HO florescent fixtures. Cheaper than a chiller.
