UV question.

I read from the article about UV sterilizer saying the water flow rate should be one time above the lowest rate, but why my UV does not have any flow rate, it depends on my power head to blow water in. How do I know what is the flow rate above the lowest one?
 
Oh it did gave me a chart of flow rate recommandation.

55gph = parasites
121gph = algae
253gph = bacteria

but what I can't get it is how do I know whether what speed my power head is projecting? I know my power head full speed, the box when I purchase have the full speed of power head, but if I adjust, how do I know what speed its actually is?
 
You can calculate the flow rate by measuring the time it takes to fill a known volume of water. So for example if you time how long it takes to fill a 1 gal jug from the output of the UV. Then you can take that time and extrapolate the GPH flow.

For example a 200GPH pump would fill 1 gal in approx 18seconds.
