Hanna makes a pretty good electronic monitor for under $50. A lot of people with large SPS systems consider them a must.
X is correct though, API are nice for the cost and availability, but the nicer kits will give you a better titration.
You can find better prices then this, I just knew where this one was.

all the test kits listed, Elos, Salifert and API gave me a reading of 0 phosphate. I was frustrated because I knew that could not be correct so I purchased the Hanna meter which Jimbo is talking about and that is much more accurate. My tank is right around 0.03, my RO/DI water is 0.00, my partial water change water is around 0.03 and the water coming out of my GFO reactor is 0.00
