what causes seaweed ?

Macroalgae is beneficial to your tank. It reduces levels of phospates, nitrite and nitrates. You usually add that stuff in to aid your tank.
 
Algae (seaweed or whatever you call it) can travel with simply little spores on liverock and evolve over time as your tank becomes more stable and evolves to their liking. That's whats sorta cool about this hobby. :)
 
If its in your tank it can be a nuisance and kill corals and become a hugh problem. So its not always beneficial in a tank. A pic would help for a ID>
