What do you mean by not blooming? They look normal to me. As for the white stuff, do you mean on the candy cane coral? If so, that would be it's feeding tentacles.
 
No offense but neither the candycane or the mushrooms look happy. The candy cane looks to have a good amount of tissue recession, leaving the skeleton exposed. That can quickly go down hill from there. The white "strings" are it's feeding tentacles. How old is the tank? How long have you had the corals? How did you cylcle it? What are your numbers-ca/alk, ammo, nitrite, nitrate?
 
I had a Candy Cane coral that I lost, it looked exactly like yours before it died. I'm still not sure what did it but I think my nitrates were a little bit above the safe zone.
 
I like the pics. Not sure bout the corals. How long have you had them? How did you acclimate them? Total water parameters? How old is the tank?
