How long have you had the live rock? From your pic it looks like you have uncured live rock (from all the algeas and that white spot). That white spot is where something died and if you scrub it with a toothbrush it should some off, thats what Ive been doing anyways.

Agreed, however, I would scrub the fouling (and whatever is causing it) in a seperate container of water.
