You can raise PH by adding pure washing soda (Sodium Carbonate), Do not use Sodium Bicarbonate (only appropriate for freshwater) - Changes in PH should be made slowly.

Thats 1 teaspoon baking soda in several ounces of dechlorinated water added in a slow drip over a few hours time. Do this each day and test it daily until you get it up where you want it. This will also raise your alkalinity so you may want to keep an eye on it. You can google search"raise ph marine aquarium" and find several good articles on water chemistry.

Agree with OceanMist don't use baking soda (sodium bicarbonate). I would get reef builder or marine buffer which use a mixture of carbonate compunds.
