Wondering if I should build up my an anaerobic bacteria and how should I go about doing this.

Anaerobic bacteria are also present inside porous live rocks. You can have more of them if you pick the right LR in your tank. While deep sand bed as Greg mentioned can be tricky. You can have a DSB on a separate tank next to your sump. That way you can be flexible with your tank maintenance. You can remove it later on if you change your mind with less impact in your main tank.

This bacteria thrives in low flow and low oxygen areas. Usually in DSB`s as mentioned but also in LR areas where the flow is very minimal. It is also in pourus areas of LR. IMO having a lot of LR will contain pockets of it.

It will grow on it's own. If you are seeing a rise in nitrate and you have a substantial amount of live rock, I would look to other causes. Excessive feeding and inadequate flow are good places to start.
