I just bought a watchman goby yesterday, the moment it enters the tank, the yellow damsel open up all its fins and showing it at the front of the goby, the damsel keeps moving closer and closer to the goby with its side body and uses its tail to touch the goby, what is the damsel doing? Is he trying to pick up a fight or having an affair with the goby? Until today the damsel also does the same thing. But of course its not every seconds doing the same thing, whenever it has nothing to do or when it saw the goby, then it began this strange behaviour.

The damsel is trying to establish dominance. Usually "tail slapping" is a means for one fish to show another who's boss and to move on. Most likley that will be the extent of it and both will eventually ignore the others existance. I can asure you unless the damsel becomes overtly aggressive, the watchman won't give it the time of day.

Cheers
Steve
