There are no tangs that can go in a 29g. Not a single one and they don't come in miniature. :-(

Agree with Carey, but you could try a pygmy angel, which are similar looking. how reef-safe they are is debatable though.

any fish that look like tangs or are closeley related or can go in something close to a 29

This is the closest thing I think and it's not reef safe and it's semi aggressive.

what kind of logic is that person using?? its airtight so it doesnt need a heater?? that makes absolutely no sense at all... go back and ask him to explain then why the tank is cold/hot to the touch.... heat exchange occurs through the glass/acrylic..
