I know this should go under regional.... But I couldnt get it to post. I followed the directions but it didnt work.

I moved it fr you, since your location is NC, that's the regional forum I moved it to. You have not even applied for membership to that regional forum, so there is no way the moderator could grant you access. It is not automatic, a human being has to be notified of your desire to post in that forum and they have to give you permission to do so, if it were some automated process there would be no reason to make those forums private
