If you are looking for plants in the bay area, you might want to join the San Francisco Bay Area Aquatic Plant Society. For more info go here: http://www.sfbaaps.com/. I am not too familiar with south bay stores but I know there are also several members of sfbaaps that live in the south bay and they could probably steer you in the right direction.
