10 gallon help

Hello I currently have a 10 gallon tank
2 oto cats
1 female betta
2 guppys
1 african dwarf frog



I have a 10-20 gallon whisper filter which has been fully cycled
I took my time made sure not to stalk it to fast how many more fish can I
Safely put in before It will be over stalked?

It looks like you have enough going on for a 10 gallon IMO. I would not recommend adding anything else. That's just my opinion.

I agree with above posts.
Be careful with otos. They're notoriously sensitive most of the time and I would watch out how they do. Wait until your tank is nice and established and stable for them before you add em.

Can anyone suggest some good plants I have two 20 watt coalife screw in floresent bulbs
 
Sure, try java fern, java moss, and some of the smaller anubias. Guppy grass is nice as a floating plant, and you can also try some Cryptocorynes (these will appreciate root tabs).
