20 gallon tank

I have a 20 gallon tank with a bio wheel 150 filter, heater, and LED in the hood. I have 3 black skirts, red serpae, black stripes, and 4 bronze. All tetras. 13 fish total. Can I have live plants with this type of light? Can I add more fish?

I know some here had success with LED lights when it comes to live plants but I am not an expert to it. I used the strip light and/or CFLs on my 20G long.

I'm not sure if your light can be used for plants but there a quite a few low light plants.
