a lot of questions (again)

The filter will be adding air. As long as there is space between the top and the water there is air.

You could try a Moss ball or a Java Fern. I grew those with ambient room light.

Nitrates at 20 are fine. Cycled tanks have Nitrates.

What is the Ammonia reading ?

And yes, Bettas jump. But mine are kept in quiet bedrooms. No kids or things to startle them. So I have kept Bettas in open topped tanks. It's a risk, but mine have been fine.

right now:
ammonia- 0-.25
nitrites- 2
nitrates- 5

the lid has space between the clear plastic and the white plastic as well as space for oxygen by the filter. I have a bubbler in my 10g, but I want to keep it there as it is big and there are no fish in the 5g yet. I am about halfway through fishless cycling (I hope) so I won't add any fish yet while all the levels are very high. I plan on putting a betta in the tank and I was wondering if with a hood there were options for putting something else in it.

I have been told my options are shrimp and snails, but...

a. snails multiply rapidly
b. shrimp can get eaten by bettas if they are small, or if they are larger, make the betta angry/rip its fins

so I was wondering that if there's a lid now if my options have changed at all.
 
about plants...

1. I do not have a light meant to imitate sunlight/grow plants
2. There is NO SUNLIGHT in my room at all ever.
3. I have never had a live plant (even a non aquatic plant) before
4. My tank has gravel in relatively large pieces at the bottom
5. The tank is small, so plant bits in the water will make it dirty quickly

so if there is something that can survive all that, I could get a plant.

Depends on the snail. Mystery snails reproduce sexually, so you'll have no babies if there's only one. Japanese trapdoor snails have maybe a dozen babies a year. Rabbits also don't reproduce heavily, but they need more space.
