Agressive...neons?

OK, here is the lowdown on my 60 gallon:

Water parameters 0,0,15 ph 7.5 temp 79
4 cory cats
3 kuhli loaches
3 african dward frogs
12 neon tetras

I added the tetras in two batches of 6 over the last week and a half. Instead of being super peaceful schooling fish they seems to live in terror constantly running away from two aggressive of their own. These two constantly chase the other ten. I have never heard of this kind of behavior. Any insight?
 
Is the tank planted or heavy with decor? It may sound backwards, but most schoolers will calm down and be more visible when there is more cover. With a lack of cover, they tend to be skiddish. It could also be that you just got two hyper males. I'd give them awhile and maybe think about adding some plants or decor.
