Agressive small fish

I'm giving my brother my 22 gallon planted tank but he wants something which will be aggressive and eat small fish but I can't think of anything which will fit in such a small so do you have any ideas

these eat other fish?
best bet would probably be something saltwater, not familiar with saltwater though...but there much more out there for aggressive fish.

i figured he was talking about controlling fry and gouramis and rams love eating fry ime

A paradise fish would definitely eat smaller fish. 22 gal might be a tad too small depending on the actual dimensions though.

Red eye puffers are pretty aggressive. A single puffer would be ok

The only puffer that eats other fish and can barely fit a 22g is a congo puffer.
