I'm debating what sort of algae eater I should get in my 20gal tank right now I have 2 guppies and 5 neon tetras. I was thinking if I should get a few Hong Kong Plecos or some Otto cats?

I would say the oto's. I picked up 3 for my 36g community and they keep everything spotless.

Deffinitely ottos. Hong kong plecos and other hillstream loaches need specialist conditions to thrive for any length of time in aquaria. Ottos are brilliant little fish and will even keep live plant leaves free of excess algae. Get six or more as they are a shoaling species.

Otos for sure. many of the plecos grow large and need special care, like pip stated above. Otos are cheap, hardy if they make it at first, and have very little bio-load compared to plecos.

How many for a 20 gallon? I just got two german blue rams today (store was out of Otos and was going to get rams eventually) I was thinking like 3-4 Otos

For Otos, you need to wait until your tank is at least like 6-8 months old, fully cycled, and plenty of algae, Otos don't really eat any commercial foods, not even algae wafers, so you need to make sure you have a lot
I would add 3

I recommend 3. And waiting till there's some algae buildup would be best. As far as algae wafers, it depends on the oto. 2 of mine will destroy a wafer while the third could care less
