any breeds of "fancy" goldfish that max < 3 in?

No, only stunted and unhealthy fish. Fish that are sold as "dwarfs" are ones that should have been culled and have obvious issues.

My girlfriend is in love with pearlscale goldfish. You should check em out. They stay small, but are still a goldfish.

Pearlscales can get well over 8 inches. Besides, goldfish have a large bioload, so no matter the size you still need a large tank.

Go figure, didnt know they got that big, I asked the guy at the store when she got him, he said the biggest they got was like five inches.
