I have a cycled 48 gallon with 2 angelfish, 2 serpae tetras, 3 high fin tetras, 6 harlequin rasboras, and a Pleco. Can I add more serpaes or maybe some more harlequins?

You should definitely up your schools to at least six each. And keep an eye on your serpae tetras! They can be fin nippers and could go after your angels, especially if you have the veil-tail variety.

So I should have 6 of each, even angels? Is my tank large enough?

My serpaes are very nice and just hang out with all. My angels rule the tank, lol. They are the veil tailed though, so I will make sure to keep a watch for that.

Ok, perfect. I just want to make sure I am not overcrowding. Thanks so much!
