Is it a good idea to mix aquatic dwarf frogs and small shrimp such as Red Cherry Shrimp or larger Japonicas?
I have a 10 gal with a few plants and may definitely stock with RCS and been thinking about the dwarf frogs... even if the frogs don't eat RCS, I may keep it as a shrimp species tank so no unnecessary stress is caused by the frogs.

And correct me if I am wrong, but I'd have to leave a spot out of the water for the aquatic dwarf frogs to hang out and have air (such as plants, driftwood or rock)?

Thanks in advance.

the frogs would probably eat the shrimp. you dont need a spot for the frogs to get out of the water, they are fully aquatic
