Yes it should be full.try priming it by putting the intake and output in a bucket so they are submerged. I found out sometimes the hoses get vapor lock in them. Drain all hoses and start over.

Try filling the canister with water about 3/4 of the way ( siphon right out of tank) then seal the filter up and give it a few pumps. As long as you have the hoses as strait as possible it should prime. Let me know if this works. Good luck!
