Where is it best to drop the bacteria? Is it better straight into the aquarium or into the filter?
problem is wouldnt the carbon pad kill the bacteria in the filter?

The nitrifying bacteria require O2 to live. They will therefore be more abundant in places where water flows freely. Filters are ideal for establishing these colonies simply because of the water movement. Carbon will not affect the colony becoming established.
