The surface agitation does provide gas exchange.

It is debatable whether the stones bubbles directly oxygenate the water. The stone would have to produce the smallest of bubbles to have them dissolve into the water before they got to the surface. Which almost all of them do not. They are mostly aesthetic.
 
Using an Air Stone

The tiny bubbles created by an air stone and tubing attached to an air pump isn't much use as far as mixing oxygen into the tank water, the very small bubbles don't create enough agitation on the water's surface. It you want surface movement and the gas exchange that's produced, then run the plastic tubing to the bottom of the tank and attach the end with a small, rubber suction cup without the air stone. The bubbles will be much larger and do a much better job of agitating the surface and mixing oxygen into the tank water.

If you have an airstone hooked up to a sponge filter then you have something way more useful.
