Best way to increase aquarium flow.

I have a 20 gallon with 7, 1 inch kribensis cichlid fry and 1 bristle nose. I have a tetra whisper ex20 and It provides fairly good water flow but only in the centre of the tank. I was thinking of increasing the flow to help oxygenate the water. What's would the best way be. Would a powerhead be good, if so how much are they. What other possibilities are their.
 
IMO...
Easiest and cheapest way, if you already have an air pump, would be to add a bubble stone to the "dead spot".

Next would be a larger filter. An AC50 would work nicely I think.

A power head would work, but in that size tank you might want a really small one (Rio 50, maybe) and it would add clutter inside the tank.
