Betta eye thing

I'm not really sure what's up, it jut seems like there's something covering parts of his eyes at the top, and I noticed that his top fin rales nicely at first, then started tearing a bit again. I'm figuring there's nothing I can do to "cure" it, an he eats fine, I'm just wondering what it is and if I can make things easier on him.

I don't know how easy it'll be to tell, it's a pain getting a pic of him.....

I can't really tell from the picture but does it kind of make it look like he's always frowning? One of my boys has "eyelids" that do that but he seems to be able to open them all the way when he's surprised (lol)

Is he a dragon scale? If show, the scaling can cover their eyes and cause them to go blind.
 
I don't believe he is a dragonscale, they look pretty normal to me.....but I'm still pretty new to bettas so here's his bluer end. I still can't get a good one of his eyes, though he does kinda look like that one. Except I don't think I've ever seen them not frowning down.
