Better filtration

My sister has a tetra 3 gallon half moon aquarium it's tons of space for a betta but the little air driven filter sucks . The tank is very thin plastic so i was wondering what filter could i get to add improved flow so it actually keeps the tank clean
 
I've been told that a 5 gallon is the bare minimum for a betta tank. Some say a 10 gallon is necessary. Perhaps you could make that a cherry shrimp tank?
 
People are mixed on opinions when it comes to that some say 1 gallon .compared to what you buy them in I think he is more then happy
